The Canadian government announced new measures to reduce the number of temporary foreign workers, particularly those in low-wage positions. Prime Minister Justin Trudeau stated that starting September 26, 2024, Canada will refuse applications for low-wage temporary foreign workers in regions where the unemployment rate is 6% or higher. Employers will also face a stricter cap, with only 10% of their workforce allowed to come from the low-wage stream, down from 20%. The duration of employment for these workers will be limited to one year instead of two.

These changes are part of a broader effort to encourage Canadian businesses to invest in training and technology instead of relying heavily on low-cost foreign labor. Certain sectors, such as healthcare, construction, and food security, will be exempt from these new restrictions.

The move comes as Canada’s economy adjusts post-pandemic, with unemployment rising slightly and inflation decreasing. The federal government is also considering broader immigration policy changes, including potential adjustments to permanent resident targets.

These updates follow significant growth in the Temporary Foreign Worker Program over recent years, which has led to concerns about wage suppression and worker exploitation.
